Paul A. Brinkley
Paul A. Brinkley is the co-founder and co-managing director of Brinkley Greenwalt LLC, a business venture recently formed to make and sponsor principal investments in technology enterprises with particular focus on the aerospace and defense sectors.
Mr. Brinkley was most recently cofounder and CEO of North America Western Asia Holdings (NAWAH), an industrial business development and investment firm headquartered in Dubai that recently brought a multinational strategic partner in as a majority equity in its maritime port and logistics operations. Since its inception in 2011, NAWAH established world-class, ISO certified and TRACE compliant business operations as well as distribution partnerships with MRC Global and US Steel serving regional markets.
Mr. Brinkley served as the United States Deputy Undersecretary of Defense from 2004-2011. In this position, he led business modernization initiatives for the Department of Defense, the world’s largest industrial enterprise. Responsible for $4 billion in annual defense investment in business modernization programs, Mr. Brinkley’s efforts received recognition by the Government Accountability Office (GAO) and the Congress for significant, broad improvements in defense business practices.
In 2006, at the request of military commanders in Iraq, Mr. Brinkley created and led a five-year mission to redevelop economic infrastructure and damaged industrial, banking, and agricultural businesses in the Middle East, South Asia, and Africa, reporting directly to Secretary of Defense Robert Gates and serving both the Bush and Obama administrations. This mission restored or created hundreds of thousands of jobs in conflict-ridden communities, reducing economically motivated violence and sympathies for radical insurgent elements attacking US forces, and was widely cited as one of the few successful civilian efforts of recent US military occupations.
Prior to joining the Pentagon, Mr. Brinkley served as Senior Vice President of Customer Service and Critical Sales Account Management, as Senior Vice President of Supply Chain Management, and as Chief Information Officer for JDS Uniphase Corporation of San Jose, California, a leading multinational communications and test equipment solution provider. While at JDS Uniphase, he successfully integrated 40 acquired companies with more than 25,000 employees in locations across North America, Europe, and Asia onto common operations, customer service, personnel, financial, and product development organization structures, processes, and systems. Mr. Brinkley's earlier experience includes senior management and technical roles in engineering, operations, and information technology with Nortel Networks.
Mr. Brinkley holds bachelor's and master's degrees in engineering from Texas A&M University, and completed doctoral coursework requirements in operations research at North Carolina State University. A licensed professional engineer, he is the recipient of four U.S. patents for systems and process technologies, and has published peer-reviewed research on process optimization, production economics, and artificial intelligence. Mr. Brinkley served on the economic development advisory council to Fujian Provincial Governor (now Chinese President) Xi Jinping, and is a member of the Council on Foreign Relations and Business Executives for National Security.
Mr. Brinkley is the recipient of the Joint Distinguished Civilian Service Medal and the Department of Defense Distinguished Service Medal for his service in Iraq and Afghanistan, and the Defense of Freedom Medal for injuries sustained in a bomb attack in Iraq while serving the US mission.
